Provincial Nominee Programs
The Provincial Nominee Program can be the fastest way to become a Canadian permanent resident. You can apply for Canadian permanent residency through one of 13 immigration programs run by each of Canada’s provinces and territories. These are called Provincial Nominee Programs (PNPs). The programs vary from province to province depending on the economic and labour needs of each the provinces.
While programs are managed by the provinces and territories, the final decision regarding all PR applications must be made by the federal government. The provinces cannot approve permanent resident status on their own. Instead, they are only able to nominate you for permanent residency.
Who can apply?
You can apply if you want to become a Canadian permanent resident. You must also have the skills, education and work experience to contribute to the economy of a specific province or territory and you must also want to live in the selected province.
Each province and territory (except Quebec) has its own “streams” (immigration programs that target certain groups) and requirements. For example, in a program stream, provinces and territories may target:
- students
- business people
- skilled workers
- semi-skilled workers
