If you are wanting to immigrate to Canada as a student, there are a number of requirements that you need to meet before you can obtain a visa. However, there is no immigration requirement that you must write an English language test in order to apply for a study permit under the general study permit application programs.
Notably, depending on the requirements of the particular learning institution, that is a college or university that you are wanting to apply to, they may have their own particular requirements around language proficiency such as English language skills. Even so, from a pure immigration standpoint, it is not a requirement to sit an English language test.
Permanent Residency After Completing Studies
After obtaining a study permit and arriving in Canada to pursue your studies, the English language test will be required should you wish to apply for Canadian permanent residency. You may apply for permanent residency after successfully completing your studies in Canada. At that point, it will become necessary for you to write either an English language test such as the IELTS or a French language test. In other words, the requirement that you write an English language test comes into play only when you have begun applying for Canadian permanent residency
Exceptions
There are some particular fast track study programs targeted at nationals from specific countries that may require completion of an English language test before you can apply for a study permit. Even so, you generally do not have to write an English language test if you wish to immigrate to Canada as a student and are applying for a study permit for regular study programs.
